Connect development to a business priority

A useful capability plan begins with the business context. The organisation may need to improve customer retention, strengthen first-line management, prepare teams for AI-enabled work, reduce errors, improve project delivery or create a more consistent leadership pipeline.

Once the priority is clear, identify the people whose behaviour or decisions have the greatest influence on it. This prevents an organisation from sending a broad group on a generic programme when a smaller, more relevant learner group requires focused development. It also helps distinguish a training need from a process, system, role-clarity or management issue.

Define capability in observable terms

Capability becomes easier to design and measure when it is described in practical language. “Improve communication” is broad. “Present a recommendation with a clear business rationale and respond confidently to questions” is observable. “Develop leadership” is broad. “Delegate outcomes with appropriate authority, follow up without micromanaging and address missed commitments promptly” provides a clearer design brief.

This level of definition guides the learning outcomes, scenarios, activities, facilitator approach and workplace application. It also allows managers to recognise the behaviour after training.

Choose the right development response

Training remains an important response, but it may need to be combined with other support. A customised programme can include pre-work, realistic scenarios, practical tools, workplace actions, manager guidance, online clinics or follow-up coaching. Where the issue is caused by unclear authority, conflicting measures or a broken process, those conditions must also be addressed.

The objective is not to make every intervention larger. It is to make the response more accurate.

Plan application before delivery

Workplace application should not be added after the course as an administrative exercise. It should be designed from the beginning. Learners should know where they will use the skill, what evidence they will produce and what support is available. Managers should understand the behaviour to look for and how they can reinforce it.

A simple 30-60-90-day plan can be useful for larger programmes. A focused two-week application action may be sufficient for a shorter course. The correct approach depends on the complexity of the capability and the opportunity to practise it.

Use proportionate evidence

Not every programme requires a complex return-on-investment calculation. Every programme should, however, be able to show more than attendance. Evidence may include improved knowledge, completed practical activities, facilitator observations, manager feedback, work samples, customer conversations, reduced rework or a relevant operational measure.

The evidence must be connected to the original requirement. A post-course score is helpful, but it cannot prove that customer ownership, delegation or decision quality changed in the workplace.

A practical planning sequence for 2027

When reviewing the 2027 development plan, work through six questions:

1. Which business priority is driving the need?
2. Which people have the greatest influence on the result?
3. What must they be able to do differently?
4. What learning and support will build that capability?
5. How will managers and the workplace reinforce it?
6. What evidence will show useful improvement?

This sequence turns a list of course requests into a capability plan. It also gives training providers a better brief, helps leaders understand the investment and gives learners a clearer reason for participating.
